Converting a photo to a letter head

The trimmed image. A rather painstaking process. Zoom in and then just lasso the edges. Work in small sections cutting away the background.
A built in Photoshop filter, cut-out, creates the final effect. A kind of cartoon butterfly. There are hundreds of built in Photoshop filters, each with a range of parameters that can be changed.
